1.0 Introduction

On behalf of the summit of the Heads of States and Government of Niger Basin Authority/Federal Ministry of Water Resources, Abuja, Nigeria hereby issue an open international contest to Architects and Engineers for the complete designs and Engineering studies, control, and supervision of construction works of the NBA Headquarters, based in Niamey-Niger republic.

2.0 Participation

This is open international invitation to reputable consortium architects and engineering firms with reputable experience of nothing less than 25-30 years of graduation from institute recognised by the professional bodies.

3.0 Financing

Service to be rendered under this advertisement shall be financed by NBA (Niger basin Authority). This tender document should be collected and obtained at the Federal Ministry Water Resources, procurement department for phase 2 for the successful firms under phase 1.

4.0 Eligibility criteria for consultancy services

• evidence of registration with corporate affairs commission (CAC) by inclusion of certificate of incorporation and articles of association
• last three years Tax Clearance certificate (2011, 2012 and 2013)
• detailed company profile
• evidence of experience in at least five (5) jobs of similar nature and complexity executed within the last five years with verifiable letters of commission
• evidence of financial capability/ preference letter from a reputable bank
• evidence of registration with professional bodies such as ARCON or COREN or ICCON and IPAN
• full accounts details including SORT code
• evidence of registration with ITF
• evidence of company audited account 3 years (2011, 2012, 2013)
• evidence of PENCOM compliance clearance certificate

Scope of Work

The scope of work includes the design, supervision and construction of NBA Head quarters. The brief will be given to successful consultants of phase 1. The chosen consultant among others will pass through phase 1 to phase 2.

Phase i; Selection from many consultants who satisfied the NBA requirements including submission of all eligibility documents under listed. Etc.

Phase 2; Include invitation to successful consultants in phase 1 who will collect the brief and submission of financial implications fro the services. brief and documents for phase 2 would be collected from successful consultants.

Request for Proposal (RFP) for this project will be collected at no cost

Submission of documents

• completed technical submission phase 1;

Two (2) set of hard copy of the technical bids should be submitted in a sealed envelope marked “Technical Bid and addressed project name at the right hand corner and addressed to office of the; Director, Procurement, federal Ministry of Water Resources, Old secretariat, Garki, Area 1, Abuja.

• The closing date for the submission of all technical bids is 8th December, 2014 at 12.00pm. The submission of the successful financial bids of phase 2 will be announced later after collection of all briefs.
• Technical bid will be opened at NBA secretariat, Niamey, Niger, Republic
• Only firms whose technical bids fulfill the minimum requirement will proceed to phase 2 as mentioned above
